Jeffery J. Klinghagen - Repeat Sex Offender - Internet Predator


A convicted sex offender on parole who reportedly used the Internet to set up a sexual rendezvous with a 15-year-old girl pleaded guilty to fourth-degree rape today.
Jeffery J. Klinghagen, 25, allegedly fed the girl a pill for her headache during a meeting at his apartment in Sioux Falls sometime between Dec. 25, 2009 and Jan. 7, 2010. She fell asleep, then realized they'd had sex when she woke up, police spokesman Sam Clemens said. Klinghagen is a registered sex offender who was convicted of third-degree rape in 2006 for having sex with a different 15-year-old girl. He was barred from using the Internet as a condition of his parole.
He pleaded guilty today to the new charge on the condition that Judge Larry Long not consider the previous conviction during sentencing. That reduces his maximum prison sentence from 25 to 15 years.

"On average most sex offenders are never caught again for a new sex offense, after five years, between 10 and 15 percent of sex offenders are detected, often convicted, of committing a new sex offense. If you follow them for ten years the rates go up somewhat, if you follow them as long as we’ve been able to follow them, which is about 20 years, the rates go up to somewhere between 30 to 40 percent of the total sample will eventually be caught for a new sex offense."
